Town of Canora
The community development officer shall be responsible to the Town Administrator and subject to the guidance of the Community Development Commission and Tourism Committee
This out-of-scope position shall attract and promote community development opportunities; advise council and administration on matters relating to community development, and serve within the Town’s administrative structure with the status of a department head.
a) prepare and control the annual operating and capital budgets for the Planning and Development Department
b) maintain consistent office hours for the convenience of the public
c) prepare and submit a monthly written activity report to the Community Development Commission and council
d) submit to the Town Administrator all Community Development Commission and Tourism Committee minutes
e) approach public relations in a competent, prudent manner while communicating Town policies and procedures
f) attend council meetings as requested
g) maintain a diary/journal system that allows for effective tracking and follow-up
a) attend Economic Development Commission meetings as a consultant and be available to the commission in that capacity as required
b) submit the annual planning and development budget to the commission for discussion and recommendation before its submission to council
c) manage and maintain all records of the commission; prepare and mail out meeting agendas and packages

d) facilitate tourism development, in conjunction with the Committee and council
e) prepare and distribute the Town’s visitor guide
a) serve as secretary treasurer to the Canora Economic Development Cooperatives’ small business loans associations
b) manage and maintain all bookkeeping functions of the associations, including the disbursement of loan funding, collection of loan payments and filing of records as required by related provincial agencies
a) prepare strategic plans and initiate community (economic) development projects
b) facilitate annual Winter Lights festival
c) facilitate annual Canora In Bloom festivities
d) manage street decorations and enhancements, green spaces and community development signage
e) cooperate with the Public Works Supervisor for the effective use of public works resources in the maintenance and operation of community development projects
f) proactively identify and promote new industrial, commercial and economic development
g) participate in the hiring of community development personnel
h) cooperate in attracting conferences, workshops and clinics to the town
i) Encourage leadership development through volunteers wherever possible
j) prepare and distribute information regarding the availability of property and amenities conducive to the promotion of business and community development
k) coordinate development of new subdivisions to facilitate community growth
l) maintain a community profile and business directory
m) publish information and promotional literature
n) actively promote the positive attributes of the community and improve the overall image of the community
o) prepare the Town’s quarterly newsletter
a) this position involves flexible working hours and travel
b) manage and maintain records for the Town’s sign corridor, including the preparation of invoices and processing of rental payments and user agreements
c) manage the Town’s website design and maintenance
d) participating in regional economic planning and promotional activities as required
e) perform such other related functions and duties as may be authorized or required by the Town Administrator or by council through the Town Administrator
